·
The first issue that we found out is,
there are no enough hostels in comparison to the number of students. Students are highly affected by
this problem. And
the second issue is, there are no adequate facilities in hostels. We were able to find out some
limitations regarding hostels and hostel facilities.

·
As consequences of these issues, we can
see that the students are unable to do their studies continuously. And also students get physical and
mental problems. Especially
in exam season they do not able to face it successfully because of these kind
of issues.

·
As recommendations we suggest that
proper administration should be taken place regarding hostel facilities. And the maintenance of the hostels
should be out sourced in order to conduct it properly. Also we suggest that the new
hostels should be built rather than renting out in accordance with specific

02.Introduction

UNIVERSITY
OF SRI JAYEWARDENEPURA

Gangodawila, Nugegoda, is the premises of the
University of Sri Jayewardenepura which is one of Sri Lanka’s foremost state
universities. In 1883, the Venerable Hikkaduwe Sri Sumangala Thero
established the Vidyodaya Pirivena (a center of learning
for Buddhist monks) at Maligakanda. The University
Act No. 45 of 1958 elevated the Vidyodaya Pirivena to
University status. With this transformation, the University was shifted
to its present location at Gangodawila, Nugegoda.

Today the university is the largest Management
Faculty in the country spreading over beautiful surrounding and comprising of
seven faculties.

In Sri Lankan higher
education system one of the main issue is accommodation of the students. So we have selected the
availability of hostels in University of Sri Jayewardenepura as our target
issue. When
it compares the availability of hostels with the total number of students, we
can see that the number of hostels are less than the number of students.

And also we have selected the issue of inadequacy of
hostel facilities. This is one of the main isuue that the students are facing
in state universities. The obective of this report is to disscuss about these
issues, concequences of these isuues and provide suggesstions to overcome these
problems.

02.Explanation

In University of Sri
Jayewardenepura there are 38 hostels. Some of them are located within the university
premises while some of them are located outside from the university.

Mainly hostels are
divided in to three categories;
hostels for Bikku students, hostels for Male students and hostels for Female
students. The
content of the hostels can be identified by figure given below.

As the university possesses a very limited
accommodation facilities and according to the number of students who will be
provided with hostel facilities has to be decided by the welfare committee of the university. There are some special reasons that
students get compulsorily the hostel facilities such as special medical reasons
and members who get samurdhi beneficiaries.

As hostels are inadequate, hostel facilities are also
not enough for the students in university of Sri Jayewardenepura. In hostels, students need many
facilities for their studies and day today activities. Mainly they need enough water,
electricity, beds, cupboards, tables & chairs, fans, washrooms to do their
studies well. They
need these kinds of facilities adequately. Unless they have enough facilities
they might face various problems.

According to our research, the majority of the students who
stay in the hostels feel that these facilities are not provided adequately for
them.

·
Selection Bases

There
is a complex procedure for selecting students who are eligible to get the
hostel accommodations. There are some criteria to be considered when
selecting the students.
Some of them are,

§  Annual
Income, Occupation of the parents, No. of family members

§  Distance
to the university

§  Siblings
category

§  Member
of a family, who receive samurdhi beneficiaries

§  Whether
mother & farther are alive

§  Talents
in International or National level sports

§  Differently
abled person

We were able to know that they have following issues
regarding the hostel facilities.

Ø  Sometimes water supply is cut off
without any prior notice. As a result of this, students face lot of inconveniences
in their day today life.

Ø  Students can not use other electrical
equipment apart from the provided equipment by the hostel.

Eg: Irons, Heaters

Ø  Due to the lack of rooms, many students
have to stay in a one small room.

Ø  In many hostels, students have not
enough irons and water boilers for their use.

Ø  In boys’hostels, their safety is very poor. Doors and windows are broken but not
repaired.

Ø  Fans are not set in all the hostels. Therefore in summer season students
cannot stay in rooms well.

Ø  In the rooms, students do not have
enough tables and chairs. And also they have not sufficient study rooms for their
studies.

Ø  In washrooms lot of taps and showers
are broken. Therefore students cannot use them and have to waiting in the wash room
queues.

Ø  Now students have to do their education
activities through internet. But all the hostels have not provided free wifi for
students.

Due to lack of hostel facilities, students cannot do
their studies properly. And also it might affect to their physical wellbeing
and the mental wellbeing as well. There is a tendency that the students will not be
able to do their studies continuously. So we can see the main objective of attending to the
university, would not be full filled because of these kinds of issues that are
taken place in the hostels. And also the resources may be wasted in this kind of
situations where, there are no benefits to the society when compared to the
cost that the government has incurred. So to overcome this situation we hope to target this
“Hostel Issue” in our report.

When considering the above table there is an over
allocation of students in the hostels highlighted  in yellow colour. The hostels highlighted in  green
colour shows that the capacity isn’t
fully utilized.

·
Insufficient
facilities in  hostels

When we discussed regarding the
facilities available mainly we focused on water and electricity.

·
Electricity

            Currently university administration
spends Rs.4,178,802.24 per year on hostel electricity.Out of that Nawinna hostel records
the highest electricity payment for a year. But this isn’t the hostel with highest capacity.Further the capacity of Nawinna
hostel is 30 students.

·
Water facilities

            When
considering the water bill in the year of 2016 total amount paid was Rs.6,149,539.79. Out of that highest water bill is
recorded in No.90,Pathirage
MW,Gangodawila hostel. Further this is not the hostel with highest number
of student capacity.

Out of the seven faculties in the
university, faculty of Management Studies and Commerce is the largest faculty
of the university with 5000 undergraduates. But among them  only
30% of the students
will be able to get the hostel facilities. The following table shows the
students allocated in each faculty.
